Tanking ship with passive armor hardeners and a plate or two, apoc with 8x large remote armor reps, and dps dealer. And i think there arent any additional spawns besides the ones already there.

6/10 plexes spawn in low sec quite often, also radar sites in gallente low sec space can be profitable, you will still make good isk, but not as good as in some 0.0 regions.

You found radar site in cosmos constellation, just scan in cosmos constellations some more and you will find them. Once you finish one, another immediately respawns in same constellation, well at least it did. Those were quite popular to farm, sin...
